Julius Sergius von Klever (also known as Yuli Yulevich Klever, Juliy Yyulevich Klever, and Lulii Lul’evich Klever) was born January 31, 1850 in Dorpat, (subsequently known as Tartu, Estonia) of German parents, and died December 24, 1924 in Saint Petersburg (Leningrad), Russia. Klever attended grammar through high school in Dorpat. Klever developed a love of painting beautiful landscapes and it became a genuine mission in his life. In 1867, he entered The Saint Petersburg Imperial Academy of Fine Arts where he first studied architecture, class of (1867-1868) and later studied landscape painting, class of (1868-1870), under the influence of Mikhail Konstantinovich Klodt and Ssokrat Worobjew. Upon graduation he worked in the studio of Worobjew. From 1873 he began to take part in several exhibitions in Russia, Germany, Austria, and France, such as the Paris Exhibition of 1878, where his works were shown in the Russian Pavilion designed by Ivan Ropet. In that same year he became a pupil of another great Russian landscape artist, Ivan Shishkin, whose paintings had a great influence on the shaping of Russian landscape painters. In 1881 Klever became a member of the Imperial Academy of Arts and taught landscape painting for many years. In 1888 he was awarded a gold medal at the Berlin Exhibition, and received an honorable mention at the Paris Exhibition the following year.
His recognition and distinct style of painting using strong contrasts of light and shadow resulted in becoming known as the “Russian Rembrandt.” He loved to represent nature at its very best. His favorite subject to paint was the Russian forest which he frequently portrayed with the melancholy snowy winter days at sunset. He also used an array of changing colors in the different seasons. He painted landscapes with vivid natural accuracy which expressed his feelings of the peculiar character of the Russian woods in the spring and autumn. Later in life, his painting expanded in the area of beach landscapes which also exhibited his outstanding talent.
Klever’s passion of painting landscapes that capture the unique beauty of his home country in unprecedented ways brought Klever many important patrons, such as the Russian Czar, Nicholas II. In the late 1800’s, Russian nobility acquired a large number of Klever’s paintings which gave him popular status not only in his own country by also abroad.
Today, Klever’s art is exhibited in museums and galleries throughout Europe and his landscapes are still very much sought after by art collectors around the world. In all of Julius Sergius von Klever’s works of art, it is interesting to note that “Christ Walking on the Waters” is the only religious painting he produced.

Walking on water is one of the miracles that the Gospels attribute to Jesus. An account of the miracle appears in the Gospels of John (John 6:16-21), of Matthew[1] and of Mark [2]. According to the Biblical narrative, Jesus sent the disciples in a boat, ahead of him, to Bethsaida, but when they were half way across the lake, Jesus walked over the lake and met them. The narrative states that the disciples were scared at first, thinking it was a ghost, but when Jesus revealed himself and got into the boat, they calmed down. According to Matthew, Peter was also wet and able to walk on water, following Jesus’s example[1].
Mark and John don’t report this detail in their gospels, while at the same time they don’t deny it.
Walking on water has subsequently become a colloquialism used when a seemingly impossible task is actually being managed.
In ancient Greek Mythology the giant hunter and son of the gods Orion walked on water. Hindu, Buddhist [3], and Greek [4] traditions have stories about characters walking on water.

In the second volume of A Marginal Jew, subtitled Mentor, Message, and Miracles, John P. Meier individually examines all the miracle stories in the gospels to determine if, behind them, lay a historical kernel. He argues that the walking on water miracle is true theological narrative but not a historical story. The oral tradition, he finds, is embedded with Old Testament types (the declaration of Jesus ‘I AM’ is consonant with the early church view[citation needed] of him as Yahweh) and post-resurrection perceptions.
In particular, the narrative of the story seems to fall into the genre of apocalyptic (which is not to say eschatological; apocalyptic is here defined as a genre characterized by heavy symbolism and light-dark contrasts). Jesus first herds the disciples into a boat and casts them off alone; he then goes up to a mountain to pray, promising them he will meet them on the other side of the sea. The apostles have difficulty reaching the other shore, but then Jesus appears and all is well. As in the resurrection accounts, the disciples see him as a fish before recognizing him. This is a metaphor, Meier asserts, for the early post-Easter church. Jesus leaves his disciples in the ascension while promising a return, but occasionally visits them in mid-journey to sustain them (through the Eucharist). As with all apocalyptic literature, it is meant to comfort a beleaguered community.

Besides biblical references, the ability to walk on water is often present in fiction in a manner designed to draw high degrees of awe.
- In Princess Mononoke, the Forest Spirit (Shishigami in the original Japanese) is described as a “god of life and death” who can walk on water.
- Leonard Cohen‘s song Suzanne and Violent Femmes‘ song Jesus Walking on the Water both refer to this event.
- In the 1980 sequel film Superman II an early scene shows General Zod, played by British actor Terence Stamp, walk on water upon first arriving on Earth. A fishermen is then seen looking on in surprise.
- In the music video for “Smokers Outside The Hospital Doors” by Editors, appears a girl that walks on water.

- In the 1980s, André Kole, the innovative illusionist who tours on behalf of Campus Crusade for Christ, created the illusion of walking (actually standing) on water live on stage. The presentation involved a large, open, transparent tank partly full of water. Stirring the water randomly with a stick showed it to be free of invisible supports. Kole stepped into the tank, where he was seemingly supported on the surface of the water, continuing to stir the water between and around his feet. As more water poured into the tank, Kole rose about 14″ with the rising water level. Kole devised and presented this illusion to demonstrate that even on a small scale, apparatus and staging was required that could not have existed in Christ’s time. Therefore, by Kole’s logic, Christ’s miracle was genuine.
- In the television show Criss Angel Mindfreak, the title magician performed an illusion in which he walked across the full length of a swimming pool in front of an audience, with spectators actually swimming around and under him (and even between his legs; he also kicked off his shoes midway) during the stunt. However, according to eyewitnesses, he was walking on transparent perspex struts; also no one is seen swimming behind or in front of him, or where he had previously placed his feet.

PrototypePros.com From CAD to Plastic Parts
Rapid prototyping is a broadly-used term for the process used to make 3D parts directly from 3D CAD drawings. Practically any part with any geometry can be produced using this method—and in a wide variety of different materials. In the “old days,” when the technology was new, it was used almost exclusively to produce traditional “prototypes.” Today, using rapid prototyping technologies, plastic parts can be made for virtually any application and can be used directly as end-use production parts. Since it’s inception, the technology has developed in many different directions, but the most accurate, most widely-used processes are stereolithography (SLA) and selective laser sintering (SLS). The SLA process uses a laser, guided by the information from a digital CAD data, to cure a photopolymer resin .004 of a inch at a time. Layer by layer the resin is cured to produce a 3D object. The SLS process is similar except it uses a nylon-based powder and “sinters” or melts the plastic layer by layer into a 3D object. Typical applications for SLA and SLS technology include “form and fit” test parts to be evaluated before actual production begins, or to produce marketing samples of parts and products in the design stages. Lately, the SLS technology in particular has been used for actual production parts in extremely demanding applications including parts for helicopters and fighter jets, high performance custom automobiles, customized medical and dental appliances, architectural models, and even the international space station! There is really hardly any engineering, design or manufacturing project that can’t benefit from some of the unique ways to apply this technology to not just prototyping—but to rapid manufacturing and rapid tooling as well. You can almost always find a way to shorten product development cycles, improve “go to market” times and produce better products using RP.

Selective Laser Sintering (SLS) or Stereolithography (SLA)?
There are quite a few things to consider when deciding which rapid prototyping process to use and these are mainly to do with the way each different process works and the materials they use.
SLS machines are different from SLA machines in that they use a powerful laser to fuse together granules of material. The loose powder acts as a support for the parts, which means that no support structures have to be removed, and parts to be built can be stacked on top of each other filling the cube. The result is that SLS parts are generally cheaper than SLA parts due to the economies of scales from the build process. The materials SLS machines use can be either nylon or metal depending on the type of machine and there are different types of materials within those groups. Regarding nylon, you can have standard Duraform Polyamide material, which is tough with some flexibility, or if you need something more rigid there is 30% glass filled nylon. A new material on the market is Duraform EX plastic, which comes in black or natural (off white.) This material is more flexible than PA and is good for living hinges and snap fit designs. The self-colored black version is also useful if you need colored parts without the cost of painting and finishing. One of the drawbacks with SLS is the porosity of the parts due to the powder-based material. It gives the parts a rough, granular surface finish, which, granted can be rubbed down and painted but this takes hours and is expensive to do well. This is where SLA parts should be the choice if you need cosmetically superior finishes on your parts or if you need to go onto make vacuum castings. However, the choices don’t stop there! There are many different types of SLA material and also machines. Machines can come in 250mm x 250mm x 250mm sizes (as our machine at PrototypePros) and also huge mammoth sizes (Materialize.) and in-between. Stereolithography as a process has proved itself to be the most effective in building accurate parts with good surface finish and durable enough to be used as masters for tooling. Masters need to be finished for vacuum casting and SLA’s are by far the best parts to work on. Other processes such as FDM parts are very difficult when it comes to finishing, as the parts tend to de-laminate. This adds huge amounts of extra time and cost onto the job, which is no good for us as a bureau building masters for tooling!
SLA materials come in quite a few varieties all with certain advantages. The watersheds are great for holding their shape, which was an issue with SLA’s originally and can be lacquered to produce clear parts. Si50 is a good resin, which comes in grey or blue and produces very plastic looking parts but is not any stronger than the watershed resins. The thing to remember is that there will be a process by which you can get your parts built cost effectively and accurately and the best thing to do is ask around for some advice if you’re not sure. We have referred many projects onto other companies because we recognized that our polyurethane resin vacuum casting process wasn’t the most suitable for certain parts. For instance, very thin parts without features such as ribs or bosses parts maybe cheaper using vacuum forming or thick walled large moldings maybe be better using RIM (resin injection molding.)
Ideas for Rapid Manufacturing
Technology advances is changing the manufacturing process and how products are designed and brought to market. This manufacturing evolution is being driven by the synergy between the dramatic improvements of web computer applications and rapid manufacturing. The convergence of these processes is providing the customer with custom-built design and production solutions straight from their desktop/laptop or even PDA.
This may seem far-fetched but it will soon be possible for end user customers to make the decisions on how their product is going to look and behave in a way that is tailored just for them. This could be achieved with the integration of virtual reality or 3D web/CAD design and rapid manufacturing technology. With efficient back end systems custom-built orders could be taken from the web and created in days in many numbers. There would have to be a template product with basic functionality but then add-ons could be chosen by the user for functional features, color, and size could also vary.

Thin-Rim Low Volume Production
Most RP materials are aiming to reproduce mechanical properties similar to ABS plastic or polycarbonate or polypropylene as these are commonly used by injection molders to produce end products. However, injection molding is an expensive investment with tooling costing thousands of pounds.
The investment is justified as long as the product is selling in high enough numbers to give a good return. Some products though are not suitable for injection molding or their market is so niche and high end that they do not need to be produced in high numbers to produce a profit.
This can present a problem in getting the product manufactured and is where our own Thin-Rim® low volume production service has helped many products be produced with low investment costs for the customer.
Thin-Rim® combines vacuum casting, CNC machining and materials technology to produce injection molded quality parts without the high cost. We can do this because our polyurethane materials have been developed to mimic traditional thermoplastics.
The nature of the process also means that parts are fully pigmented and have a superior surface finish. This all takes a lot of engineering know-how and expertise but means our customers benefit from being able to call of their products at low levels as and when required. Because the parts are produced from silicone rubber tools which only last for 30-35 parts we offer low volume production customers a one-off tooling fee so they only have to pay for the first suite of tools and thereafter we absorb the cost of replacement molds. We can do this if we use CNC patterns for masters as this method makes the manufacture of the molds much cheaper than using and reusing SLA models, which can distort over time and also break during tool making. CNC patterns stay accurate for years and using half patterns (core and cavity) means the tools are easier to make, as there is no taping required.
The moldings we produce are typically caseworks, over molds and housings and seals for electronic equipment. We do make other types of product though from toys to gardening equipment or consumer products.
Machines and Materials
PrototypePros produces 100’s of polyurethane piece parts per month using silicone tooling, which are created from stereolithography models or machined patterns. PrototypePros utilize high-end rapid prototyping technology and CNC machining to produce accurate masters for tooling.
PrototypePros uses SLA (stereolithography) machines which are 250 which means they have a build cube (area) of 250mm x 250mm x 250mm. However, the Z height actually only builds to about 240mm. The Z height is the length of build vertically.

It is constraints like this that make each project we look at a different challenge as there are several routes that you can choose to go down when looking at building parts using rapid prototyping technology. For example, some parts are better built using selective laser sintering, (SLS) because this process is more economical for low volume parts if cosmetic finish is not important. SLS machines build parts from granules of nylon, which are sintered by a laser, and this is why they have a rough and somewhat porous surface finish. The loose powder acts as a support for the parts being sintered so parts can be stacked on top of each other, which means the build is more economical. By contrast SLA machines you have only the space on the horizontal platform to fit the parts because SLA machines build parts using a vat of liquid. A laser curing off the material layer by layer builds SLA’s. The laser is programmed to trace out the horizontal slice of the part so as to build the parts shape and features. When building rapid prototypes we often find that there are issues over the size of features and wall thickness that can be produced using the current technology. This is due to limitations such as the layer thickness, which are normally 0.1mm and the beam width of the laser on the machine.
Our machine’s beam width is .22mm, which means features sub this measurement would not form in the build. The issue is a lot of parts which are rapid prototyped are destined for injection molding which can form a lot thinner walls and features than traditional rapid prototyping. However, the latest RP machines take the resolution of builds into new dimensions. SLA technology can go to 0.05mm layering on Viper machines and there are also Envisiontec machines with fine resolution layering which have found a niche in the jewelry market. The Objet Eden machine is also good for fine features and their latest machine (Connex) can now build in 2 materials.
Materials are also very important in deciding which process to use. SLS machines offer a choice of nylons. There is the standard Duraform Polyamide material, which means is also the cheapest as it is the most commonly runs on the machines and then there is 30% glass filled nylon which is more rigid. A more flexible material is the newly release Duraform EX plastic (released in 2007) which comes in self-colored black or natural (off white.) EX can be used for living hinges and snap fit designs.
There are also many different SLA materials. There is only one material on the market at the moment, which can withstand high temperatures and that is Bluestone. Another good material is si50, which comes in either grey or blue and hence looks more like a true thermoplastic even though it is no stronger than most other SLA materials. Our in house machine runs DSM Somos watershed 11110 resin, which is transparent with a green tinge but when, lacquered, and becomes clear. A major development in the RP world recently is the launch of the Connex 500 by Objet, which can build using two different materials at the same time so you can build rubber features into a rigid part in one build.

The FDIC has announced its intention to extend the de novo period for certain new banking institutions. The previous de novo period was three years; the new one will be seven years. This change is significant because newly insured institutions are subject to more scrutiny and higher minimum capital ratios during that de novo period. Along with extending the de novo period, the FDIC will also subject de novos to more risk management examinations and require prior approval for any de novo business plan changes.
Heightened risk for seven years
Regulators say the supervisory updates are needed because de novos pose a heightened risk to the banking system. According to the FDIC, too many of the actual failures that occurred in 2008 and 2009 were banks that had been open for fewer than seven years. On top of that, a good number of those failures were banks that had been operating between four and seven years-banks that, under current policy, were not subject to the heightened de novo regulations.
According to data compiled by FinCriAdvisor (http://www.fincriadvisor.com/2009-09-07/FDICdenovopolicy), twenty-three, or 19.6 percent, of the 109 bank failures occurring between January 1, 2008 and August 21, 2009 were de novos. Of those twenty-three, six were within the three-year de novo period; the rest, 74 percent, failed between their fourth and seventh years of operation.
Exceptions
The extended de novo period will apply to existing newly insured institutions as well as banks for which charters have not yet been issued. Since the number of new charters awarded by the FDIC in recent months is relatively minimal, the changes affect existing banks far more than would-be banks. The only de novos that won’t be subject to the extension and heightened scrutiny are those that are subsidiaries of eligible holding companies.
Eligible holding companies must have consolidated assets of $150 million or more. Bank holding companies are required to have BOPEC ratings of at least 2; thrift holding companies must have an A rating.

Examination frequency
The first year examination requirements for de novos will be as follows:
- Limited risk management exam during first six months of operation
- Full risk management exam during first twelve months of operation
- Compliance exams during first twelve months of operation
- CRA evaluation during first twelve months of operation
Thereafter, under the new policy, a risk management exam will be conducted every twelve months until the expiration of the de novo period. Compliance exams and CRA evaluations “will alternate on an annual basis.”
Business plan changes
The FDIC argues that experience shows the necessity of this requirement; when newly insured institutions deviate from their original business plans, those deviations can often lead them into areas of business where they do not have adequate risk management expertise or resources. “Significant deviations from approved business plans” was one of several common elements the FDIC identified among troubled institutions that have not yet completed their seventh year of operation.
Change requests will be reviewed to ensure that:
- There is a defensible business reason for the change.
- The de novo has the resources-financial and human-to manage any risks created by the change.
While this requirement keeps de novos from jumping into risky lines of business without adequate forethought, it also limits the de novo’s ability to adapt quickly to changing circumstances. Should the bank implement changes or deviate from the original business plan without FDIC approval, fines or other penalties could result.

. In the third year of operation, de novos must now provide the FDIC with current financial statements along with strategic plans and projected financial statements covering years four through seven. This applies to existing institutions that are less than three years old, as well as newly chartered institutions. The FDIC will want to know specifically about the de novo’s expansion plans, product/service strategies and the outlook for capital expenditures and dividend payments. . The new policy also requires de novos to get FDIC approval prior to implementing any material changes to the institution’s business plan during the seven-year de novo period. Previously, newly insured institutions had to provide the FDIC with a written notice of proposed business plan changes within the three-year de novo period. . Along with extending the de novo period, the FDIC will also increase the frequency of risk management exams for de novo banks. Periodic risk management exams, which begin after the institution’s first birthday, will occur once annually rather than once every eighteen months. De novos will have to budget for the extra costs associated with the additional examinations. A primary change implied by the extension of the de novo period is an increased capital requirement. De novos are currently required to maintain a Tier 1 leverage ratio of at least 8 percent during the de novo period. A longer de novo period means that young institutions will have to maintain this higher ratio for seven years instead of three.

| Health care and energy taxes are claiming the bulk of attention in Congress, but immigration reform is also being discussed. While a comprehensive immigration overhaul does not appear to be on the horizon, lawmakers are showing signs of advancing some targeted proposals.Several immigrant visa programs, as well as a worker eligibility verification tool, are set to expire at the end of the current fiscal year on Sept. 30. Congress is taking steps to renew them.
Lawmakers have inserted immigration issues into spending bills in the past. Those who are in favor of the process say it is a way for Congress to avoid the floor fights that occur when lawmakers take up free-standing immigration bills. Those against the process say it is a cagey way to slip immigration issues into must-pass appropriations bills without proper deliberation.
EB-5 Immigrant Visa
The Senate in July adopted an amendment to the Homeland Security appropriations bill (H.R.2892) to make permanent an immigrant visa category that offers green cards, or permanent resident status, to wealthy investors who do $1 million worth of business in the U.S. and create at least 10 jobs for U.S. citizens annually. In exchange, they receive an EB-5 immigrant visa, which allows them permanent residency and a path to citizenship.
The program has earned a stamp of approval from both boosters and critics of liberalized immigration policies. Senators from all sides have approached the permanent authorization as much as a stimulus effort as an immigration change.
E-Verify
The E-Verify program allows employers to check a job applicant’s work eligibility online using information in Social Security and Department of Homeland Security databases. Last fall, a reauthorization of E-Verify stalled in a fight over whether it should be permitted to advance on its own. E-Verify was eventually reauthorized through six-month patches within spending bills. The latest patch expires Sept. 30.
Those in favor of the program have long championed it and have tried to make its use mandatory. Those against it want a comprehensive immigration overhaul, instead. The Obama administration had requested a three-year reauthorization of the E-Verify program.
“The current E-Verify system is an example of a half-hearted and flawed system,” said Sen. Charles Schumer (D-NY) chairman of the Senate Judiciary Immigration Subcommittee who is expected to introduce a comprehensive overhaul bill later this year. That skepticism could steer negotiators away from a permanent reauthorization when the Homeland Security measure’s conferees write a final bill this fall.
Other Expiring Visa Programs
Two three-year reauthorizations of special immigrant visas for non-minister religious workers are due to expire at the end of the year. The program allows up to 5,000 people a year to immigrate permanently to the U.S. The Conrad State 30 waiver program, involving permanent resident visas for foreign doctors holding J-1 visas, is also expiring.
The J-1 visa program allows foreign medical graduates to come to the United States for up to seven years. When their visas expire, the doctors must return to their home country for at least two years before applying for a permanent visa in the United States. The expiring waiver program allows each state to request waivers from the two-year return-home requirement for up to 30 foreign physicians per year.
The Senate approved these provisions, along with language to protect the legal immigration status of the parents, children and spouses in the case of the death of a sponsoring relative, under an amendment to the Homeland Security bill offered by Orrin G. Hatch, R-Utah, that was adopted by voice vote.

Affordability of health care and reducing health costs were the two aspects that bipartisan overhaul negotiators on the Senate Finance Committee agreed to via teleconference call. The Senate health care bill is still in draft form.
The 90-minute discussion did not lead to a final draft of the bill but the group of six senators did agree to meet again before their return to Capitol Hill after Labor Day. The legislation has an initial cost estimate of $900 billion over 10 years.
The teleconference meeting came after a week in which the future of the only bipartisan overhaul negotiations on the Hill was in doubt. Sen. Charles Grassley (R-IA), the lead GOP negotiator, said he wants to continue working with Finance Committee Chairman Max Baucus (D-MT) and other Democrats. He also stated that he would “absolutely not” vote for a health care bill that had only three or four Republicans backing it.
Sen. Baucus issued a statement on what he dubbed the “gang of six” meeting. The group is made up of Republican senators Charles Grassley, Olympia Snowe (ME) and Michael Enzi (WY).and of Democratic senators Max Baucus, Kent Conrad (ND) and Jeff Bingaman (NM).
“As we travel our states, our work on health care reform continues,” said the statement from the senators. “Tonight was a productive conversation —we discussed our progress and remain committed to continuing our path toward a bipartisan health care reform bill. Our discussion included an increased emphasis on affordability and reducing costs, and our efforts moving forward will reflect that focus. We have come a long way, will continue our work throughout August and plan to meet again before the Senate returns in September.”
On health care, President Obama recently said, “We don’t know yet whether we’ve got any Republican support. We’ve got three Republicans who’ve been working very diligently…to see if we can craft a bipartisan bill coming out of the Senate Finance Committee. I give those three Republicans a lot of credit because they’re under enormous pressure not to engage in any kind of negotiations at all. And in the current political climate, they are showing some significant resolve.
“I don’t know if in the end they can get there. I hope they can. And we’re going to just continue to wait to see if they can get a product done.
“But at some point in the process, there’s going to have to be a conclusion that either they can get a bill done or they can’t get a bill done. And my commitment to the American people is to get a good product — which will include Republican ideas — but I have no control over what the other side decides is their political strategy. And my obligation to the American people says we’re going to get this done one way or another.”
